Invitation to Quote on branding services for the Hamburg Artists Residency
Aspire, registered as the Amathole Economic Development Agency, is a proprietary limited company established in September 2005 and is wholly owned by the Amathole District Municipality, and subject to the Municipal Finance Management Act (MFMA).
Aspire’s vision is to be a pioneer in the stimulation of spatial economic development. We are positioned as a “trusted advisor, stimulator and partner in the regional economic environment” and our mission is to stimulate locality development, with the objective of regenerating small town economies. We believe that the regeneration of decaying small towns will enhance their ability to contribute to the economy of the Amathole Region, and will improve the quality of life of its residents.
ASPIRE is concentrating its efforts on building the economic potential inherent in the corridors created by the regions four primary routes: the N2, N6, R63 and R72. The impact will spill over and be manifest in the regeneration of small town economies within these corridors.
The Hamburg Artists residency is the anchor project for the R72 corridor. The residency will be built in the coastal town of Hamburg and it will act as a catalyst for development for the rest of the corridor.
Thus far the project has secured seed funding for construction, the business plan for construction is complete and feasibility for the hotel component is complete. We are in the process of compiling a business plan for the programming of activities and wish to develop a strong brand for the residency.
It is due to these intentions that we require a seasoned branding strategist who will assist in the branding component for the residency.
As part of the overall branding strategy, the Aspire project manager will be meeting with different stakeholders in the community of Hamburg and will be gathering information from them that will assist in the branding of the residency. These engagements will be taking place between November 2009 and March 2010.
The brand strategist will be required to put together a brand for the residency.
The services required must include:
1. the essence of the brand
2. proposed names for the residency
3. brand values
4. mission and vision
5. the visual identity of the brand
6. a logo
7. colour palette
8. graphic devices
9. options for marketing material
The designer must be willing to travel with the Aspire project manager to some of the engagements with stakeholders such that when they create the brand they have a clear understanding of what the essence of the brand should represent.
Because the process includes many stakeholders, as we wish for the community to be involved throughout the process, the designer will be expected to come with at least five brand options for the community to choose from.
Call for Proposals
The Agency wishes to invite suitably qualified graphic designers and/or brand strategists to quote on the branding of the residency. It is expected that upon completion the residency will have a name and a comprehensive brand identity which will be used for marketing and other purposes.
Please provide quotations on the following basis:
a) A total cost to create the brand as outlined in this brief under the Requirements and Call for Proposals Sections.
b) An hourly rate for each expert involved in the branding process for comparative purposes only.
Quotations must include VAT.
As the chosen supplier would be required to travel with the Aspire project manager to the community and other stakeholders it is recommended that the designer be local, and be willing to accompany the Aspire project manager on stakeholder visits. Additional travel expenses and per diems will not be paid for by Aspire.
Submissions must include a portfolio of previous work done.
The final brand options will be presented to all stakeholders for final decision on the 1st of April 2010.
On November 10 there will be an inception meeting between the successful service provider and the Aspire project manager to outline the process and when meetings will be held with the community.
Aspire wishes to work with the same expert/experts throughout the process. Suppliers will be required, if appointed, to sign a statement of availability and contract for the period 10 November 2009 until 31 April 2010, given fair and reasonable response times, as agreed by the two parties.
Suppliers will be assessed on price and previous branding experience. Suppliers must provide a list of previous brands created in the last 3 years.
A valid tax clearance certificate must be available prior to the supplier being appointed.
Aspire retains the right to cancel the procurement, if deemed appropriate for whatever reason, without interacting in any discussion with bidders. Furthermore, Aspire’s selection of service provider will be final, and no interaction, communication or discussion will be entered into regarding the reasons supporting the appointment.
Bidders Should Note The Following Tender Conditions:
It is anticipated that this procurement will be less than R30, 000. If tendered amounts received are greater than R30, 000 including VAT, the 80:20 principle as detailed in the PPPFA will apply.
Price - 40 points
Functionality - 40 points
HDI status - 12 points
Female Ownership - 2 points
Disability Ownership - 2 points
Location in the Amathole Region - 4 points
Total- 100 points
Please refer to the above criteria and score allocations. It is imperative for tenderers quoting greater than R30, 000 to supply the following information: price, experience, HDI status, female ownership, disability ownership and proof of location in the Amathole Region. Aspire reserves the right to ask for this information.
The Aspire supply chain management policy will apply. Aspire does not bind itself to accept the lowest tender or any other tender and reserves the right to accept the whole or part of the tender. Tenders which are late, incomplete or unsigned will not be accepted.
