Cape Town - All cellphone SIM cards will have to be registered in terms of legislation coming into effect on Wednesday.
The Regulation of Interception of Communications and Provision of Communication-Related Information Amendment Act (Rica) aims to help law enforcement agencies investigate and combat serious crime, Justice Minister Jeff Radebe said on Tuesday.
It would ensure that the identity and whereabouts of the owner of a SIM card who uses a cellphone in planning and executing a serious crime was known, he told a media briefing at parliament.
Cellphone service providers would, from July 1, be prohibited from activating a new SIM card unless they had captured the customer's cell number, full names, identity number and address, and verified the information.
In a joint statement later on Tuesday, MTN, Cell C and Vodacom said all cellphone subscribers, both prepaid and contract, would be required to show proof of identity as well as present a utility bill to show proof of residence to be registered.
Customers would have 18 months from implementation date to register both their prepaid and contract SIM cards.
SIM cards of subscribers failing to comply within the specified time period would have their cards deactivated.
When registering, customers would need to have with them their cellphone number, full names and surname, and ID number or pa**port number.
Proof of identity should be provided by a green barcoded ID document, an ID card, temporary ID certificate, or pa**port.
Proof of physical address would be by means of any document that included one's name and residential address, such as a bank statement, municipal rates, cellphone or retail account not older than 3 months, existing lease, rental or credit agreement, insurance policy, current TV or motor vehicle licence.
Those in an informal residence should provide the address of a school or church closest to the area in which they lived.
Registration should be done in person.
Cell C customers could register at all Cell C franchise stores or at stores where they saw a Rica sign, MTN customers at all MTN's services centres across the country, and Vodacom customers at any Vodacom outlet.
All information would be kept confidential in a secure database.

Paris - An Airbus A310 operated by the Yemeni state carrier Yemenia Air has disappeared between Yemen and Comoros, an airport source here said on Tuesday.

The aircraft - which was due to have landed in the capital of the Indian Ocean archipelago around 23:00 GMT on Monday - vanished from radar screens, said the airport source.

The flight started at Paris' Charles de Gaulle airport on Monday when an Airbus A330-200 aircraft took off with 147 pa**engers on board and flew to the southern French city of Marseille and then on to Sanaa in Yemen.

At Sanaa, pa**engers changed to an Airbus 310 and departed for Moroni via Djibouti.

A crisis task force was set up at Charles de Gaulle airport.

The nationalities of the pa**engers on board the missing aircraft was not known.

Duck Down Records announces the finalized deal of its newest group "RANDOM AXE." Consisting of Sean Price, Guilty Simpson and Black Milk, the trio of artists are in the studio finishing their untitled collaborative effort.

On describing 'Random Axe' Guilty Simpson states " it's a union of families from two different cities (Detroit to Brooklyn). "Run," from my album, was the first sample of where the music is going but just a small dosage of what the whole album has to offer. It's not a record made to divide, nor ignore the accomplishments made by Sean Price and Heltah Skeltah. It's two families merging to make incredible Hip Hop records."

Black Milk, who will be doing the entire production on the album, further laments the new found group mentioning that it "represents the new formula for future hip hop albums, as artists form super groups. Guilty Simpson, Sean P and I have individual vibes, delivery, flow and voices, but the chemistry works. So far everything in the studio has felt natural."

Only in true Sean Price fashion he claims the Random Axe collaboration came about when "I was on tour with Special Teams and my man Dan Green asked me would I do a song with Guilty Simpson, so I said yeah. Then I asked everybody in the van who's Guilty and the driver (big up ughh.com for the van usage) said he's f***in dope and played me every song Guilty made that was out . I was like f*** a song. Let's do a full LP. Guilty and I actually found Black Milk sleeping on a corner beatboxing his beats cause he had no equipment, so we brought him in, gave him a sandwich, some soup and an orange fanta. And a beat machine and he wound up doing the whole lp....I joke I joke I kid I kid!!!" Bottom line, I wanted to do an entire LP because I need to do different things. And this is just the first project of me going outside my solo reach. I have an album with Ill Bill coming soon and another collab LP with... stay tuned...
