Here's the main site where you can pick from university of your choice from the list available. It's an interesting idea of making education more accessible when you cannot afford it. Of course you wont get a qualification but people in I.T understand the value of self teaching. it might be of great value in other fields too.

i'm a**umin you cats are aware of these bogus websites,supposedly of learning institutes that do not exist and used to korn hopefull students,promising shit like discounts on fees.althou this looks pretty legit,but then again they all do.just sayin investigate before you send money thru the bank.
