rules are as following. you vote and then you write up a list of emcees or acts you think are putting in mad work and representing the city you voted for.
and then you can add a list of other emcees and give props to those you think are representing from the cities you didn't vote for.
the point of this poll is to give us all an idea of what's happening where we might not be.
