THis is my interpretation of it, so I may be wrong, but I think he is trying to make the point of how whites (even some of the liberal ones) still see blacks as savages, who need to be saved from themselves and pitied.
Hence, the liberal lady referring to the nice rapists as "historically disadvantaged men".
