Simple reason, American workers too lazy and imprecise, so there4 too expensive, General Motors is looking for cheaper labour. And since all the sweat shops were too busy wit Nike, levi's and Diesel, they shopping around.
They tried to get them built in Southeast Asia first but evry country they approached, would receive a very polite letter from Honda and then from Toyota and then Kia and then Hyundai, this letter stated,

Nah bra, sorry we will more than likely get them as expensive as in the US or more expensive, cos in the US, as part of the "Buy American" campaign, the US government subsidises the sales of Hummer's specifically cos its a military design.
We not important to the "Buy American" campaign, we not American, ssssoooo sorry Oootz, you gon shell out sun, and not even to talk bout feul consumption (more than an M3 or Aston Martin).
