MEXICO CITY (AP) -- The police of this crime- and corruption-addled capital will follow every one of 146 recommendations for tackling crime offered by the consulting firm of former New York City Mayor Rudolph Giuliani, Police Chief Marcelo Ebrard said Thursday.

Private businessmen in Mexico City paid more than $4.3 million for Giuliani´s advice on fighting crime in this metropolis of 8 million where kidnappings, murders, rapes and robberies are common, as is police corruption.

"Our goal is not to replicate what New York did, but to increase our overall security," said Ebrard, who added that the city wants to decrease the number of serious crimes by 10 percent each year during the next three years.

Taking cues from New York´s crime-fighting playbook, Mexico City law enforcement officials will invest in a modern police communications system, lobby to give local officers greater powers and improve cooperation between police and residents, Ebrard said.

An early fact-finding report by Giuliani´s consulting group, Giuliani Partners, also had suggested combining disparate police units; the city has more than a dozen uniformed agencies under at least three different command structures.

But the firm´s final recommendations, unveiled Thursday, focused instead on sharing information, decentralizing decision making and creating new units to focus on specific crimes including police corruption, youth delinquency, and bank robberies.

The report also suggested treating minor crimes seriously.

In a nod to the so-called "broken-windows" philosophy that inspired the Giuliani administration during the 1990s, the capital police force will create anti-graffiti and anti-noise units and implement "neighborhood policing" that responds to local demand.

Residents of Mexico City can play a key role as well, the Giuliani team recommended.

"They should respect and comply with the law, which includes simple actions like obeying traffic signals and not offering bribes to police officers," the report said.

One of Ebrard´s new priorities is to empower police so that they can initiate investigations, interrogate suspects, work undercover and gain access to criminal histories.

Ebrard said the city´s current police force is hamstrung by outdated technology and laws.

"It´s a police that doesn´t have access to information about the people it arrests," he said. "You can´t take digital fingerprints. You can´t ask what happened to the individual."

The city plans to start paying for police uniforms and increase salaries of all officers to at least 12,000 pesos ($1,100) a month, Ebrard said. Currently, officers earn about 8,000 pesos ($750) monthly.

Ebrard said his department will request a budget increase for 2004 of between 10 percent and 12 percent.

One crime expert raised concerns Thursday about the high costs of carrying out the recommendations.

"I don´t know where the money is going to come from because the government of the capital does not have resources for reforms of this magnitude," said Ernesto Lopez Portillo, president of the Institute for Security and Democracy, a private group that researchs crime-related issues.

New York City operates on a "different economic level," Ebrard acknowledged. But he said Mexico City will create a program to improve the quality of life of its officers that includes better job training.

In line with the Giuliani team´s recommendations, officials also will expand existing internal police investigations and intensify police supervision, while instituting lie-detector tests to screen applicants.

The report also recommends registering public transportation drivers and eliminating unauthorized taxis -- a measure that could cut down on the city´s numerous "express" kidnappings, in which a**ailants force their victims to withdraw money from automatic teller machines.

Daz Dillinger - Me and him did the whole album but we made the sound for everybody. I was doing the beats and Dre mixed it down or we had somebody else mix it down, but we had to fight and pull a gun on Dre to mix my shit. He was on some other shit.

ThaFormula.com - How much of the Doggystyle album did you really produce?

Daz Dillinger - On the Snoop album I did "Niggaz and Bitches," "Ain´t No Fun," "Serial Killer", and I wrote "Murder Was the Case" for Snoop. He and I co-wrote a lot of stuff.

ThaFormula.com - Daz, throughout the whole time the Death Row drama was going on, I noticed that you and Suge never seemed to have any problems...

Daz Dillinger - Well, I was young you know, and shit I learned a lot from that fat muthaf***a. I learned the best things and not doing the wrong things. Also, he knew I wasn´t no bitch and no punk. I pulled a big a** screwdriver on his a** and came out of there with $145,000 dollars while Kurupt is crying like a bitch off of mushrooms. Kapa VS Jozi - Change is a beautiful thing
Jozi vs Kapa, who thought that one day they´ll be such an event when the Bob Mabena´s were South African Hip Hop icons and the Zwai Balas were the hottest mcees....Ja ne change is a beautiful thing.
The atmosphere was tense, as the best from eKapa and eJozi were getting ready to mesmerize each other for the pride of their hometowns. Bad Boy T (Harambe)the host of the show introduced the show by aggressively stating that this is war. At this point there was no turning back for both provinces. Goddessa opened with a very organised and rehearsed set, Ramesh then followed and gave a performance like no other with brothers By Example (Fortune and Quinton (Naked D.J.) they set a pace for Jozi acts who were constantly found at the front of the stage supporting each other.

A surprise appearance from Mizchif representing Cape Town although a question was raised about where is he really representing cause he´s also lived in Jozi, when he got on stage he let it be known that he´s representing Zimbabwe, but we all knew he´s representing Cape Town cause we found him there. Yes you guessed right he had a new crew again, he represented well and congratulated Jozi for their progress and even gave a shout out to his first crew in Jozi Chain Reaction today known as Basemental Platform.

H20 then got on its amazing how quick they´ve gotten command of the stage they performance was "wonderful", they also reminded us about Aids on a conscious verse and when they did "Its Wonderful " the crowd lost it. This was followed by an energetic performance by BVK, I don´t know which part of Cape Town they came from but I expected they songs to be popular amongst the ma**es but they still pulled it off with they very entertaining set.

Proverb and Selwyn followed doing their tracks from expressions, which was received well. They were actually opening for the most arrogant rapper as introduced by Selwyn, Amu. Amu´s stage presence and delivery is remarkable he wasn´t as angry as always.

The next acts was 5th Floor and Groundworks who said all the rappers before them were watching too much MTV and they are the real hip hop. Personally I think they were watching too much SABC news cause they performance was very depressing-guys you can mc but more work on your stage performances then you´ll understand it not MTV but skill. Skwatta Kamp closed with the final set, Infa opened their set with his track from his debut solo album "Got you Open". The Kamp had the crowd in their hands especially when they did their dancing tight routines and when Rau Rau was performed all the Joburg mcees got on stage the spirit of one was felt, Cape Town was shocked by the unity and energy of all the Jozi mcees.

Then came the battles, now picture this 5 battlers from each province and a crowd from one province and all of the Jozi mcees on stage to support their fellow men.

Smackx kicked it off but lost cause he accidentally put the word Cape Town in his rhymes the wrong way and the ma**es were offended, Cape Town took it there, then Proverb came he ripped it apart, Jozi took it, Selwyn was punched by his competition which almost led to a physical battle his competitor still won,Cape Town took it. Zubs ripped it apart and Jozi took it again. Slick took out his opposition but they were disqualified cause dude from Cape Town was busy bugging the host. The crowds call for Jozi made it evident that Jozi took it.

All in all Cape Town was a ball. We´d like to thank the people from a Cape Town that packed Dockside for this event and all the mcees that participated. Bad Boy T, Lee and Sanza(Harambe)Bush Radio,P4,the sponsors, YFM, UCT Radio, Intercape, CellC, Loxion Kulca and Arts and Culture Department. This was not a battle to stir hate between the two provinces but to learn from each other, find a way to control the growth of this art and also to raise funds for mothers and children with Aids.

Peace let it happen again with the same spirit.
