As far as I remember dancehall in Zim went back before the early 90's when i got into it. I remember a DJ named Munya B (I think) had a show on Radio 3 that played all the latest roots/ culture/ dancehall. There is a very big dancehall movement especially in the loxion.
So to answer your question no I don't think Jah Seed was one of the founding fathers of Dancehall in Zim.

No doubt the earlier diwali tunes were cla**ic, but that riddim's been done to death. I'm more of a "gangsta ragga" fan though, but dancehall jingles are aight  ;)
