what strikes me as very interesting about the gang situation in BRAZIL & JAMAICA is that in both countries, the gangs have pretty much established themselves as the informal leaders of society within the ghettos that foster a conducive enviroment for criminal growth.
looking at both countries, the extent of economic duality is frightening. not only is the income disparity between those in the ghettos and those in the urban suburbs wideninng because of the continious gang violence, there is absolutly no way you can bring a solution to the problem and insight economic development without having a "sit down" with gang leaders since they COMMAND the localities (garrisons and favelas alike).
the consequence is obvioulsy a perpetuation of the problem since you are in actual fact acknowledging the gang's existence and POWER...!
In Jamaica its even worse because the two gangs that operate therein are tied to the two political parties in the country.
the level of corruption in both these countries is outstripped only by the murder rates...with JAMAICA now sitting at the top as "the murder capital of the WORLD"!
